Quality Feedback Reports:

The following files contain the breakdown of responses for eight important data elements drawn from the Illinois prehospital database. Each file covers a calendar year’s worth of EMS calls and consists of a statewide section followed by a separate section for each EMS System. The hope is that this information will be used by EMS Systems, EMS agencies, and other members of the Illinois EMS community to monitor and, if necessary, improve prehospital documentation processes

Illinois NEMSIS Specifications

    The following files contain information needed by software vendors to produce a NEMSIS v3-compliant electronic data export to the state of Illinois:
    • A list of the elements being collected by the state
    • Specific Destination, Agency and EMS System codes
    • Data consistency rules that will be enforced
    • The Illinois Schematron file

    As updates become available they will be posted here - along with summaries of the changes. These summaries will be left in place to give a complete record of revisions.

    To use the online XML validator (no password required):
    • Manually validate a file via the online validator web page, or
    • Validate files via the web service, using the following url:

    To log on to the Compliance web site to validate and/or submit datasets for compliance testing, use the username and password provided to you when you initiated the compliance testing process and:
    • Manually validate test files or securely upload them for compliance testing on the Secure Test Data Submission Portal , or

    To log on to the Data Upload web site to validate and/or submit NEMSIS datasets to the State of Illinois, use the username and password provided to you when you completed the compliance testing process and:

  • "Suggested Lists" of codes for certain elements (link to the NEMSIS Version 3 Resource web page)
     
    • A number of data elements in the Illinois prehospital dataset rely on existing national and international standards as sources for element values.
    • A shortcoming of this approach is that these standards may contain thousands of values that are not applicable to the prehospital setting.
    • To facilitate the use of these codes, NEMSIS has prepared "suggested lists" of values consisting of subsets of the complete code sets for use in these elements.
    • Illinois has adopted these NEMSIS suggested lists without modification, with the exception of the Cause of Injury list, which should also include T40.0, T40.1, T40.2, T40.3, T40.4, T40.6.

      • Rule 214 has been modified to allow for a new Non-Hospital Destination code (9995) to be used in eDisposition.02 when the type of destination is not a hospital or another EMS agency. When transporting to one of these destinations, Destination Transferred To Code (eDisposition.02) may now be omitted, or may export the new '9995' code, or may contain a Not value.

      • Rule 214 has been relaxed so that, instead of requiring the 'Destination Transferred To ID' element (eDisposition.02) to be 'Not Applicable' when the 'Destination Type' element (eDisposition.21) indicates a destination other than a hospital or a transfer to another EMS agency, it now allows any Not value.

      • Rule 82 has been relaxed by replacing it with rules 82a and 82b. Some of the eInjury elements whose presence previously caused an error if Possible Injury is not 'Yes' will now only cause a warning. Other eInjury elements will continue to cause an error if Possible Injury is not 'Yes'.

There is no value the eArrest.16 element can take on that specificly indicates that the patient was handed off at the ED while CPR continued, so it was decided to eliminate these rules for now and reconsider them when the time comes to transition to NEMSIS 3.4.

        EMS Vehicle Number (eResponse.13) must be a 2-digit number, 'NT', a 6-digit number (agency+unit ID) OR a 4-digit number followed by 'NT'. 'NT' indicates a non-transport unit (calls for non-transport units found in the dataset will be skipped without warning or error). An optional hyphen is permitted between the Agency Number (if included) and the 2 digit Vehicle ID.

      • rule 145 - Forbidding Systolic BP = Not Recorded

      • rule 152 - Forbidding Heart Rate = Not Recorded
      • rule 153 - Forbidding Respiratory Rate = Not Recorded
      • rule 188 - Forbidding Role/Type of Person Administering Medication = Not Recorded in certain circumstances

      The following rules have been modified:
      • rule 19 re: When a Type of Turnaround Delay must be specified
      • rule 70 re: When Incident Street Address may equal 'Not Applicable'
      • rule 147 re: When Systolic BP must be specified (eliminated Pertinent Negative exception)
      • rule 243 re: Suspected EMS Work Related Exposure, Injury or Death - now always required

      Two new rules have been added:
      • rule 244 re: When a Type of Work-Related Injury, Death or Suspected Exposure must be specified
      • rule 245 re: When EMS Professional ID (in eOther section) must be specified

      • The implementation of Rule 78 has been corrected - it was causing a schematron transformation error under certain circumstances.

      • It was discovered that some Schematron compilers would not allow the embedded blanks previously found in the id attributes of our <assert.. > and <report.. > elements, which previously had ids like "Rule 15". These have all been changed to eliminate embedded blanks and periods to avoid such compilation problems. There is no resulting functional change.
